Abstract

In the digital era, the implementation of information technology has become a crucial element in enhancing transparency and accountability in public administration. This study focuses on the implementation of information technology at Class I Detention Center (Rutan) in Depok as an effort to improve administrative efficiency and information accessibility for stakeholders. Using a descriptive qualitative approach, this research was conducted over four months through in-depth interviews, observations, and document analysis. This study refers to the UTAUT2 theory (Venkatesh et al., 2012), which highlights key factors in technology adoption, such as performance expectancy, effort expectancy, facilitating conditions, and hedonic motivation. The findings indicate that the implementation of digital systems, including the Prison Database System and the "Si Ratu Cilok" application, has enhanced administrative efficiency, accelerated inmate data recording, and facilitated information access for inmates' families. However, challenges such as limited infrastructure, digital literacy gaps, and resistance to change remain obstacles in the implementation of this technology.The study concludes that the digitalization of administration at the Class I Detention Center in Depok significantly contributes to creating a more accountable and transparent system. However, optimizing technology still requires infrastructure improvements, continuous training for staff, and system integration across institutions to strengthen good governance principles. These findings serve as a foundation for policy development in enhancing digital-based public services in correctional institutions in Indonesia.
