Abstract
This study analyzes the implementation of civil apparatus training and the readiness to achieve the Human Capital Development Plan (HCDP) in Bontang City using the Van Meter and Van Horn theory. A descriptive qualitative method was employed through in-depth interviews, observation, and document study. Results indicate effective implementation supported by regulations, political commitment, and adequate infrastructure. However, challenges remain in competency data accuracy, workload conflicts, and internal communication bottlenecks. Recommendations include integrating independent competency data systems and digitalizing training information delivery.
