Abstract

This research discusses the implementation of rational bureaucracy in improving the professionalism of public service officials based on Bandung City Regional Regulation No. 16 of 2011 concerning Public Services. The purpose of this research is to analyze the effectiveness of the implementation of the regulation in realizing professional and efficient public services, identify obstacles faced in its implementation, and evaluate its suitability with the principles of siyasah dusturiyah. This research uses an analysis description method with a legal empiric approach through interviews and document studies. The results show that the Bandung City Government has developed various digital-based public service innovations, such as Salaman, Geulis, Mepeling, Bi Eha, and Mang Udin, which support the principles of good governance in the aspects of transparency, participation, and accountability. However, this study found that the main obstacles in implementing rational bureaucracy include limited facilities and infrastructure, such as limited ID card blanks from the central government, and the community's low population administration literacy, which causes high service queues. From the perspective of siyasah dusturiyah, the principles of justice and benefit have been applied in public service policies. However, there are still inequalities in access to services, especially for vulnerable groups. Therefore, optimizing infrastructure, increasing population administration literacy, and strengthening policies based on the principles of siyasah dusturiyah are needed to ensure the effectiveness of public services in Bandung City.
